Incentives to Help Your Business
Special incentive programs and/or existing facilities may be available to any new or growing business prospect. Jackson County is ready to accommodate your business needs.

Jackson County Revolving Loan Fund. Program administered by the East Central Intergovernmental Association (ECIA) Business Growth Corp. is targeted towards manufacturing and service industry growth. Funds are available and unlimited in size (dependent on available unencumbered dollars in fund), but typically are limited to 35% of the projects financial package requirements and with generous rates and terms.

Iowa Enterprise Zone. Jackson County is one of 28 counties in Iowa to qualify to be designated an Enterprise Zone to promote business expansion. Qualifying projects can receive the following benefits: Property tax exemptions on all or part of the costs of the land and buildings for ten years; Investment tax credit of up to 10% against corporate income taxes for machinery and equipment, buildings and improvements; Refund for sales, service, and use taxes paid to contractors or sub- contractors during construction;A 13% research and development activities credit (refundable) against corporate income tax; Double the tax withholding credit for community college job training.

East Central Intergovernmental Association (ECIA). A subsidiary of the Iowa Department of Economic Development (IDED), the ECIA may have funds available for manufacturing or high-tech companies. The funding is intended to provide financing for fixed asset expansion with beneficial and flexible terms. ECIA also provides detailed assistance in preparing Community Economic Betterment Account (CEBA), Revitalize Iowa's Sound Economy (RISE), and Community Development Block Grant/Economic Development Set Aside (CDGB/EDSA) applications. In addition, the ECIA provides servicing for CEBA and EDSA loan agreements. ECIA is able to assist in developing Tax Increment Financing (TIF) for local communities. ECIA is a provider and administrator of SBA 504 financing program that is available to smaller and mid-size business expansion.

Local (City/Private) loan funds. Each individual community in Jackson County may have available local government or a private pool for your company's growth requirements
